Gender mainstreaming in subnational fiscal policy requires technical competencies and political commitment from legislative committees. Evaluating twenty subnational budgetary cycles, this paper analyzes structural constraints in gender budget statements and recommends institutional performance incentives for inclusive infrastructure planning.
