Severe recurrent urban flooding underscores the necessity of integrating hydrological adaptation measures into statutory spatial zoning plans. Through spatial plan reviews and stakeholder interviews in rapidly subsiding metropolitan deltas, this research formulates cross-sectoral zoning criteria that incorporate natural retention basins.
