The rapid growth of cross-border retail trade highlights jurisdictional deficits in traditional small claims tribunals. Investigating regional commercial treaties and international arbitration guidelines, this article proposes a mandatory online dispute resolution (ODR) clearinghouse protocol for transboundary consumer disputes.
